WIPO Attended 2021 China International Fair for Trade in Services and Held International Symposium on the Promotion of Madrid International Trademark System (Series 1)
2021年9月2日,2021年中国国际服务贸易交易会(服贸会)在京开幕并举行了全球服务贸易峰会。中国国家主席习近平出席峰会开幕式并发表视频致辞。
The 2021 China International Fair for Trade in Services (CIFTIS) was kicked off on September 2, 2021 and the Global Trade in Services Summit was held. Chinese President Xi Jinping attended and delivered a video speech at the Opening Plenary of the Summit.

习近平指出,服务贸易是国际贸易的重要组成部分和国际经贸合作的重要领域,在构建新发展格局中具有重要作用。中国将提高开放水平,加强服务领域规则建设,支持北京等地开展国际高水平自由贸易协定规则对接先行先试,打造数字贸易示范区;继续支持中小企业创新发展,深化新三板改革,设立北京证券交易所,打造服务创新型中小企业主阵地。世界知识产权组织中国办事处主任刘华应邀出席了服贸会开幕式及全球贸易峰会。
President Xi pointed out that trade in services is a key component of international trade and an important area of economic and trade cooperation between countries. It has a big role to play in fostering a new development paradigm. China will open up at a higher level, further improve rules for the services sector, by supporting Beijing and other localities in piloting the alignment of domestic rules with the ones in high-standard international free trade agreements and in building demonstration zones of digital trade. China will continue to support the innovation-driven development of small- and medium-sized enterprises (SMEs), by deepening the reform of the New Third Board (National Equities Exchange and Quotations) and setting up a Beijing Stock Exchange as the primary platform serving innovation-oriented SMEs. Ms. Liu Hua, Director of WIPO Office in China (WOC) , as invited, attended the Opening Plenary of 2021 CIFTIS and the Global Trade in Services Summit.

9月3日,由世界知识产权组织中国办事处与北京市知识产权局联合主办的商标先行助力中国企业“走出去”-- 马德里国际商标体系推广研讨会在国家会议中心举行。世界知识产权组织中国办事处主任刘华,国家知识产权局国际司副司长刘剑,北京市政府副秘书长张劲松致开幕辞,北京市知识产权局党组书记、局长杨东起主持开幕式。
On September 3, 2021, the Trademark Protection Helps Chinese Enterprises "Go Global" --- International Symposium on the Promotion of Madrid International Trademark System, part of the 2021 CIFTIS, was organized jointly by WOC and the Beijing Municipal Intellectual Property Office at China National Conference Center. Ms. Liu Hua, Director of WOC, Mr. Liu Jian, Deputy Director General of International Cooperation Department, National Intellectual Property Administration of China (CNIPA) and Mr. Zhang Jinsong, Deputy Secretary General, Beijing Municipal Government (BMG) delivered opening remarks. Mr. Yang Dongqi, Director General, Beijing Municipal Intellectual Property Office (BMIPO) presided over the ceremony.

品牌,无处不在。在致辞中,刘华提到,品牌是企业的核心竞争力,选择某一品牌,就是选择产品的品质、信誉和形象。
Brands are everywhere. In her speech, Ms. Liu Hua mentioned that brand is the core competitiveness of an enterprise, and choosing a brand is to choose the quality, reputation and image of the product.
企业品牌国际化是大势所趋,而国际化品牌的多少和强弱,在一定程度上体现了一个国家的综合实力。从2021全球最具价值品牌500强排行榜榜单可以看出,美国、中国、日本、德国等国家的品牌占据了排行榜的大部分位置,占比达到87%,品牌价值占比达到92%。
The internationalization of business brands is an irresistible trend, and the number and strength of international brands reflect the comprehensive strengthes of a country to a certain extent. As shown by the ranking of 2021 World's 500 Most Valuable Brands, brands from countries including the United States, China, Japan and Germany dominate the list with a proportion of 87%, and their values account for 92% of the total amount.
榜单中的中国品牌逐年增加,说明中国企业在“走出去”的过程中,一些中国品牌已经成长为国际品牌。海尔成为全球家电市场的领导者和物联网时代全球领先的生态品牌。华为已是全球智能手机巨头。抖音APP作为全球下载量第一的APP,是互联网时代最成功的产品之一。海尔、华为、抖音可以说是中国品牌全球崛起的缩影。
The number of Chinese brands on the list has been increased on an annual basis, indicating that some Chinese brands have grown into international brands during the process of "going global" of Chinese enterprises. Haier has developed into a leader in the global household appliance market and a world leading ecological brand in the IoT era; Huawei has grown into a global smartphone giant; TikTok, as the most downloaded APP in the world, has been one of the most successful products in the Internet era. It is thus fair to say that Haier, Huawei and TikTok epitomize the global rise of Chinese brands.
刘华指出,任何成功的企业都是将商标的国际保护作为走出去最先行的工作。WIPO管理的马德里国际商标体系,是中国企业在海外进行商标注册和保护的一个重要途径。马德里体系具有“时间短、成本低、效率高、易管理”的优势,申请人只需使用一种语言、提交一份申请、缴纳一组费用,就可以在120多个国家申请商标注册与保护。
Ms. Liu Hua noted that, any successful company would take the international protection of trademarks as the first step to go global. The Madrid International Trademark System administered by WIPO provides an important solution for Chinese enterprises to register and protect trademarks overseas. The Madrid system has the advantages of "time-efficient, cost-effective, and easy-to-manage". Applicants can file a single application in one language, and pay one set of fees to apply for trademark and obtain protection in more than 120 countries.
刘华提到,2020年,中国的马德里体系申请位列全球第三,其中中小企业表现亮眼。南京辰宇文化传媒有限公司,提交了40件申请,位列全球第28位;南京华脉信息产业集团提交了31件申请,位列全球第42位。世界知识产权组织认可并赞赏这些中小企业的表现,并将他们作为知识产权赋能中小企业创新发展的优秀案例在全球进行推广和宣传。
Ms. Liu Hua mentioned that in 2020, China ranked third in the world in terms of Madrid applications, among which SMEs performed brightly. Nanjing Chenyu Culture Media Co., Ltd, ranked 28th in the world with 40 filings; Nanjing Huamai Information Industry Group submitted 31 applications, ranking 42nd in the world. WIPO recognized and appreciated the performance of these SMEs, and promoted and publicized them globally as excellent cases of IP empowering SMEs to innovate and develop.
刘华介绍了邓鸿森总干事关于建立一个兼容并包、兼顾各方利益、充满活力又具有前瞻性的全球知识产权生态体系的远景和四大支柱,即坚持以人为本、加强各方合作、提供高质量服务以及成为促进增长和可持续发展的政策工具。中国办事处作为世界知识产权组织在华的延伸,会为总部与中国各利益攸关方搭建好友谊的桥梁,不断加强与驻在国的政策协调与合作,不断提升世界知识产权组织在华的业务申请量,不断抓住在华发展的大机遇。深耕以北京、上海、粤港澳为中心的华北、华东和华南地区,为广大用户提供更加紧密、及时以及高质量的服务,为大家的梦想赋能,为企业发展插上翅膀。
Liu Hua introduced the vision and four pillars for building an inclusive, balanced, vibrant and forward-looking global IP ecosystem, outlined by Mr. Daren Tang, Director General of WIPO, namely, sticking to a people-centered IP story, enhancing partnership with all parties, providing high-quality services and performing as a policy tool for growth and sustainable development. WOC, as the extension of WIPO in China, will build a bridge of friendship between the headquarter and Chinese stakeholders, continuously and consistently strengthen the strategic cooperation and coordination with the host country, secure the effective use of WIPO's global IP services and products and seize the opportunities of China's development. WOC will continue to prioritize Northern, Eastern and Southern China with Beijing, Shanghai and Guangzhou as the cores, provide more targeted, more timely and higher-quality IP services to users, facilitate the development of SMEs and empower their dreams.

刘剑提出知识产权作为国际贸易的通用规则,作为保护创新的重要制度保障,在助推数字经济发展,服务经贸往来方面发挥了重要的支撑作用。在当前全球疫情依然严峻,机遇与挑战并存的新形势下,本次研讨会分享马德里体系的实践经验,交流商标国际化的最新进展,探讨如何推进商标品牌在全球经济中的发展,具有特殊的意义。张劲松提出,北京立足城市战略定位,按照“四个中心”建设和高质量发展要求,以国际科技创新中心建设、“两区”建设、国际消费中心城市建设、打造数字经济国际标杆城市为重点,不断提高知识产权治理能力和治理水平,持续优化营商环境。未来,北京将深入实施商标品牌战略,强化品牌培育,增强保护能力,为推动城市品牌发展,推动知识产权工作实现新的跨越式发展作出更大的努力。
Mr. Liu Jian noted that intellectual property, as a standard rule of international trade and an important institutional guarantee for the protection of innovation, has played an important supporting role in promoting the development of the digital economy and serving economic and trade exchanges. In light of the current situation where the global pandemic is still severe and opportunities co-exist with challenges, the symposium has shared practical experience of the Madrid System, exchanged the latest developments of trademark internationalization and discussed how to promote trademark in a global economy which is of great significance. Mr. Zhang Jinsong said, based on its strategic positioning, Beijing, in accordance with the guidelines of "four centers" construction and high-quality development requirements, focuses on the construction of an international science and technology innovation center, "two zones", an international consumer center city and an international benchmark city of digital economy. Beijing will continue to improve its capacity and governance building on IP, and optimize its business environment. In the future, Beijing will further implement trademark and brand strategies, strengthen brand cultivation, enhance protection capacity, and make greater efforts to promote the city's brands development and the realization of a new and leap-forward development of IP work.

在专题发言环节,WIPO品牌与外观设计部信息与推广司高级顾问张俊琴、集佳知识产权代理有限公司国际商标部合伙人杜燕霞、小米科技有限公司法务部商标负责人沈冲、国际商标协会(美国)亚太区首席代表Seth Hays、广州华进联合专利商标有限公司商标事业部总监刘琴以及南京华脉科技股份有限公司战略发展部总经理朱孟达分别介绍了马德里国际商标体系最新发展状况、提交马德里申请的实用技巧、品牌建设价值与路径、马德里商标申请对企业海外业务发展和战略布局的重要性等内容。演讲嘉宾们还针对企业如何进行商标布局,如何高效使用马德里体系电子工具等议题进行了讨论,提出了建议。
During the Symposium, Ms. Zhang Junqin, Senior Counsellor of Information and Promotion Department of Brands and Designs Sector, WIPO, Ms. Du Yanxia, Partner of International Trademark Department, JIJIA Intellectual Property Agent Co., Ltd, Mr. Shen Chong, Head of Trademark of Legal Office, Xiaomi Technology Co., Ltd, Mr. Seth Hays, Chief Representative of (USA) Asia-Pacific Office, International Trademark Association (INTA), Ms. Liu Qin, Director of Trademark Division, GuangZhou HUAJIN United Patent Trademark Agent Co., Ltd and Mr. Zhu Mengda, General Manager of Strategic Development Department, NanJing HUAMAI Technology Co., Ltd introduced the latest development of Madrid system, practical skills of submitting Madrid applications, the value and paths of brand building, and the importance of Madrid trademark applications to enterprises' overseas business development and strategic layout. Speakers also discussed and made suggestions on topics such as how to carry out trademark layout and how to efficiently use the electronic tools of Madrid system for enterprises.
作为2021年中国国际服务贸易交易会框架下的重要活动,本次研讨会吸引了线上线下200余名观众参与,为中国用户使用马德里体系进行商标保护提供了宝贵经验及有效指导,有助于中国企业在海外市场合法保护权益。
As an important event under the framework of the 2021 China International Fair for Trade in Services (CIFTIS), the Symposium attracted more than 200 participants online and offline, provided valuable experience and effective guidance for Chinese users to protect trademarks through the Madrid System, and helped Chinese enterprises legally protect their rights and interests in the overseas markets.

The China International Fair for Trade in Services (CIFTIS) is an event co-sponsored by the Ministry of Commerce of China and the Beijing Municipal People's Government. It has been successfully held for seven years so far. It was upgraded to a national level exhibition in 2020. It is the largest and most comprehensive high-level international first-class exhibition in the field of global service trade and has been ranked as one of the three major exhibition platforms for China's opening to the outside world.
2021年服贸会以“数字开启未来,服务促进发展”为题,聚焦数字经济发展,充分展示数字化发展的全球新趋势,首次设置数字服务专区,展示无人驾驶、智慧交通、建筑数字化、新视听等服务领域最新成果,提升市场化和专业化水平。
Themed “Towards Digital Future and Service Driven Development”, 2021 CIFTIS focuses on digital economy development and fully demonstrates the new global trends of digitalization. The Fair has set up an exclusive digital service zone for the first time to showcase the latest achievements in service areas such as unmanned driving, smart transportation, building digitalization, and new audio-visual, and to enhance the level of marketization and professionalism.
2021年服贸会举办了5场高峰论坛、193场论坛会议和推介洽谈活动以及8场边会,吸引了153个国家和地区的1万余家企业注册参展参会。
The 2021 CIFTIS held 5 summit forums, 193 forum meetings and promotion and negotiation activities as well as 8 side events, attracting more than 10,000 enterprises from 153 countries and regions to attend.
